Supervisor freezes at starting API on Pi 5

Describe the issue you are experiencing

My HAOS doesn't boot after power outage or hard reset on Pi 5, supervisor stops at starting API.

Only containers running are observer and supervisor.

Happens on different Pi 5 with fresh installs, not everytime.

Steps to reproduce the issue

1. Power off Pi 5
2. Power on Pi 5
3. Try multiple time doesn't happen everytime
