[release-1.14] Bump to c/image v5.29.2, c/common to v0.57.3, and Skopeo to v1.14.2 #2210

As the title says.

This pulls in the Docker Daemon API version fix, and bumps Skopeo's Z-version in preparation for RHEL 8.10/9.4.

As the title says.  Bumping c/image to v5.29.2 and
c/common to v0.57.3 in preparation of RHEL 8.10/9.4.

This addresses the Docker Daemon version issue.

Can you add another commit bumping Version to 1.14.2-dev afterwards, please?

LGTM otherwise, feel free to merge without waiting for another round.

As the title says, set the version back to dev.

Dev version commit added. I went with .3-dev, rather than .2-dev fwiw.
