koord-descheduler: add some SortFns for arbitration

Some implementations of SortFn according to #1454

1. NewPodSortFn using sorter.PodSorter() to sort PMJs.
2. NewJobCreateTimeSortFn sort PMJs according to creation time.
3. NewJobMigratingSortFn sort PMJs according to if there are some migrating pods in the same job.
4. NewJobGatherSortFn gathers PMJs in the same job.
