SUV is not calculated when TimezoneOffsetFromUTC is negative

Describe the bug. What happened?

Steps to reproduce the problem with negative TimezoneOffsetFromUTC

1. Open a PET DICOM file with negative TimezoneOffsetFromUTC
2. Draw ellipse from the measurement tools
3. Observe that only mean BQML value is displayed, not SUV

Expected behavior with positive TimezoneOffsetFromUTC

1. Open a PET DICOM file with positive TimezoneOffsetFromUTC
2. Draw ellipse from the measurement tools
3. Observe that both mean BQML value and mean SUV are displayed

Thanks for reporting this issue. Could you share an image sample to reproduce the issue because TimezoneOffsetFromUTC is not directly involved in the calculation?

This issue has been fixed. There was a case where the timezone was not taken into account when combining date and time.
