RHDH Establish K8s operator tests on AKS and GKE

Establish K8s Operator-backed e2e tests on AKS and GKE

• AKS with a cron schedule at 7 am (ephemeral cluster, can run simultaneously)
• GKE with a cron schedule at 9 am (long-running cluster, need to avoid concurrent run with Helm)

Add the option to run the jobs as an optional PR check.

Remove redundant oc installation, as this is already done in the e2e-runner image.
